Normally for dirty circuit boards I use compressed air and a soft paintbrush - this will remove 95% of contamination.

Then, depending on how dirty they are (and the type of components fitted) I either wash with isopropyl alcohol, or a mild detergent and water, allowing to dry well.

it is difficult to advise you further without in depth knowledge of the components - some will absorb or hold moisture, so dry cleaning methods may be the best solution.
