I have seen this also.
It is looks like something from a Telex switching installation.
Maybe a line test unit...?

It looked interesting

Looks a bit like a "Leitungsnachbildung" (dummy transmission line), the cartridges indicate that it might be for "Wechselstromübertragung" (transm over carrier freqs.). The switches would then be for different attenuations.
Maybe there is als an error signal Generator integrated.
